I'm pretty sure that in loco parentis in the book "A Bad Beginning" from the series of unfortunate events franchise means a parental figure. Mr. Poe states this when Violet, Klaus and Sunny go to see him to complain about Count Olaf and how he isn't fit to be their guardian.
