Mortal Kombat has a wide range of modifiers available in different modes. These modifiers change the way the game is played. Usually, they are simple modifiers like increased health or damage. Sometimes, they are significantly more powerful and can end a round or even a match. Match ending modifiers, such as the dizzy fatality kombat modifier, allow finishing moves to be performed during the match. As with any finishing move, it always ends the entire match. Characters in a Mortal Kombat match can not respawn. They have one life. If they are killed during the match, that's the end of the entire match. This is typically why finishers are reserved for after defeating an opponent, since it wouldn't make sense to allow kills during the match, since they would cause the match to end prematurely. Dizzy fatality Kombat intentionally plays with this by allowing those premature match conclusions to happen.
The Brutality Kombat Modifier is similar to the dizzy fatality kombat modifier, as it allows premature conclusions to the match. This modifier when activated fully lifts all brutality requirements. This means it does not matter who is winning, it does not matter who has more health or how much health they have left, it does not matter what round the match is on or how many rounds are left, and it does not matter if one character is leading in rounds or not. If you perform a move that has a brutality attached to it (that can typically only be activated at the final hit of the match), it will automatically trigger the brutality. The opponent will be finished off swiftly, and since they are dead, the entire match concludes with the performing player winning. In this sense it allows matches to end at any time, and it does not matter who finishes who off. Either character can use it regardless of any other factors. As long as the match is still going, you can end it with a finishing brutality.
